Ma Turner of Red Bluff sends for U.S.Marshal Buck Roberts to investigate a series of wide-spread rustling in the area. Town banker Miller, saloon-owner Duke Mason and the crooked sheriff are in cahoots with rancher John Holt, but they double-cross and kill him. His son Steve witnesses the murder and kills the sheriff. Buck arrives and arrests Steve. Marshal Tim McCall, posing as an outlaw, gains the confidence of the gang and engineers the escape, with Buck's knowledge, of Steve from the jail. Sandy Hopkins, the third Marshal of the trio, poses as a peddler and learns that the gang intends to do away with Buck and rides to the Turner ranch to warn him. The murder has been committed by the henchmen of Bart Logan (Harry Woods), who intends to take over the dead man's property and whose men are holding Sandy prisoner to make it appear that he fled after arguing with and killing Dodge. Just before the murder, Logan sent a letter to Dodge with the news that the latter's long-missing wife is returning, and in a short while, Stella (Lois Austin), a Logan accomplice, arrives posing as the missing Ann Dodge, thus establishing her right to the Dodge property. Black Eagle is based on The Passing of Black Eagle, a short story by O. Henry. William Bishop stars as Jason Bond, who stays out of trouble by the simple expedient of avoiding other people. Unfortunately, the plot dictates that Bond must come into contact with several characters, all of whom end up fleecing our hero in one way or another. Even so, Jason manages to enjoy a brief romance with pretty Ginny Long (Virginia Patton) before returning to his life of carefree vagabondage. A very minor film, The Black Eagle makes the most of its excellent supporting cast, including Gordon Jones, Trevor Bardette, Will Wright and stuntman extraordinaire Richard Talmadge.

Cheyenne Harry, owner of the biggest cattle ranch in his corner of the west, is having trouble with John Merritt, a land-grabbing Chicago meat-packer. By some artifice of shrewd legal aid, Merritt manages to seize Harry's ranch under a bogus writ of foreclosure. Failing to get justice by his many letters to Merritt, Cheyenne Harry goes east and calls at the millionaire's mansion. At first, Merritt refuses to see him. Then, to cause amusement for his daughter, Helen, and her guests, he invites the "uncouth" westerner into his dining hall. He is sure that he will make some grave error in table deportment and afford them all a laugh. To the amazement of Merrit and the guests Harry's table manners are faultless. Then, to trick him into an embarrassing position, Merritt eats with his knife. Harry, realizing that it is proper for the guest to follow the example of the host, does likewise. He leaves the house chagrined but more determined than ever to get justice from Merritt.

Kay arrives and gives her permission to cut the timber, defying Dick. Dick, with his two assistants, Withers and "Tex," begins a survey of the timber stand. When Dick and Tex finally reveal MacGrgeor as a crook, Collet is sent to kill "Tex" and obtain the reports. A fight ensues and "Lucky" is killed by one of Collet's flying knives. Kay then admits that Dick is right and helps him trap Collet. Dick and Andy force a confession from Collet and MacGregor is exposed.

The bones also show traces of the present day. His theory of a time-traveler who made a video of Jesus is laughed at by everyone, however, including Sharon, an attractive Israeli woman he adores. Although no one appears to believe him, his find certainly seems to have generated interest: Steffen is attacked shortly afterwards in his hotel room by strange men; then he discovers that the German embassy and the secret service are after him; and when his friend Dan is murdered, he goes into hiding.
