In order for the government to study the benefits of "teamwork", the new students work in pairs, with their collars electronically linked so that if one of them is killed, the other dies as well. The Land of the Moon is a very wealthy nation, so Michiru tends to buy whatever he wants, and has a very materialistic worldview. His Hikaru, also acts in much the same manner.
