The girl's father is a criminologist and has Harlan released into his custody as he would like to try to reform the young man. Harlan finds this highly amusing and goes along with the idea, mainly because it will allow him to be nearer lovely Anne. He does his best at convincing he is a delinquent, however Anne has a beau who is the police commissioner. But the clever Harlan outwits everyone and elopes with Anne before revealing his true identity.

Billy is playing in his backyard with his dog and baby sister, Mary. A ball from the neighboring yard hits him on the head, leading to a fight with the ball's six-year-old owner, Jack. Billy loses the fight and sends his dog to avenge him, which scares Jack. Later on the beach, Jack leaves his four-year-old sweetheart, Olive, to buy ice cream. Billy approaches Olive and she leaves with him, his dog, and baby Mary. When Jack returns, Olive tells him she prefers Billy, making Jack angry and eager to get Billy "in wrong at home". Jack finds an opportunity when baby Mary crawls away near some rocks, and he hides her.

Bill Grogan, a happy hobo, having successfully eluded all sorts of allurements to go to work and having discharged himself from several easy jobs after numerous attempts to get painlessly injured, frightens a chauffeur into believing that he had been injured by a baby carriage. Eventually he reaches the limit of his restful ambition by getting a cot in a hospital.

It's a story of our times (as the radio news reports quoted suggest), and yet it transcends our times; after all, it's not every day that the pope is kidnapped.
