"Maintenance by any Means" is about two maintenance men vying for the position of maintenance supervisor in an apartment complex. The maintenance men must compete with each other in order to get the job left open by the former Maintenance Supervisor. They need evaluations by the people who live at the apartments for every work order they finish. The problem is the renters themselves. Each one they run into has their own set of interesting problems. The maintenance men soon discover that a positive review may be hard to come by. Fixing broken down items in the apartments is the least of their worries. Finally one of the maintenance men must win the contest, by any means.

While Dr. Ellen Bischoff celebrates success in her career, her family life is not at its best. Once she quarreled with her father Anton and turned her back on the local dairy farm. But now Anton is in the hospital after a severe heart attack. Ellen returns home to keep the operation going. There she meets her childhood sweetheart Felix again, whom she never forgave that he cheated on her with her former best friend Karin. In addition, Ellen struggles with serious problems: The father's farm is highly indebted and should be auctioned. The situation seems hopeless.

The young ice skating talent, Liesl, lands a part in a new Revue at the Palast Theatre simply because she is confused with someone else. In reality, the roll was to be awarded to Lu Panther, the untalented girlfriend of the theatre's owner, Wildner. After a series of accidents and little disasters, Wildner shuts down the theatre before the Revue can take place. But the Revue's director, Ernst Eder, decides shortly thereafter to present the Revue on an ice skating rink belonging to Liesl's uncle. After a successful run, at first at the Wiener Prater, the performers move on to Spain, Hungary, and a night club with a Jazz orchestra. The Revue becomes a huge success ... and, of course, Ernst and Liesl end up together, too.

On the way, they meet up with a sleazy guy named Tank who invites them up to his place. As Tank showers, the two girls decide to take off, stealing Tank's wallet and his car. His car, however, happens to contain $2 million from a bank job he just pulled off, and Tank is now rather intent on tracking the pair down and reclaiming what's his.
