Near the end of World War II, Gen. Dietrich von Choltitz receives orders to burn down Paris if it becomes clear the Allies are going to invade, or if he cannot maintain control of the city. After much contemplation Choltitz decides to ignore his orders, enraging the Germans and giving hope to various resistance factions that the city will be liberated. Choltitz, along with Swedish diplomat Raoul Nordling, helps a resistance leader organize his forces.

A group of Korean tourists is taken hostage by an extremist Taliban group in Afghanistan. The Korean government dispatches Jae-ho, known as one of Korea's most skilled diplomats, in order to handle the situation. Due to his failure, he's forced to work with Dae-sik, a special agent who is an expert on the Middle East. As they begin making their move to get to the Taliban, the first hostage death occurs. It was later discovered and verified that his mother had been born in Brooklyn and gone to Lithuania at a young age, which meant she was a U. S. citizen. As a result, Kudirka was declared a U. S. citizen and in 1974 released by the Soviets.
