Sanjay (Govinda), an honest police officer, is determined to bust the crime world which has taken over the city. Criminals have made a mockery of justice. His father (Shashi Kapoor), a senior police officer himself, makes heroic efforts in the fight against crime and initially arrests kingpin Jagannath, but winning the battle does not win the war. Sanjay feels fed up and goes after Jagannath himself. He quits the police department and becomes a vigilante, losing his girlfriend in the process.
