Saji (Motomiya Yasukaze) and his junior Tera (Yamaguchi Yoshiyuki) are members of the Kicchou Clan, a fearless yakuza group known for its long history within Yokohama. The pair are close with the captain of the group, Godou (Ozawa Kazuyoshi), whom they admire as being a devout follower of the yakuza ideal of chivalry, and the three function much like a close-knit trio of brothers. The Kicchou-kai have so far maintained a balance with the rival Hama Family, who have territory across the river.
