At a remote mountain observatory, a confirmed extraterrestrial signal promises to change human history. Billionaire owner Emmett Shaw races to reveal the discovery to the world, bringing journalists, technicians, and believers to witness the moment. But the U.S. military, led by Colonel Garrett, has detected the same signal—and uncovered its disturbing ability to amplify human psychic powers.
