A burning Godzilla, on the verge of meltdown, emerges to lay siege to Hong Kong. At the same time horrifying new organisms are discovered in Japan. These crustacean-like beings are seemingly born of the Oxygen Destroyer, the weapon that killed the original Godzilla.

In an alternate timeline the original Godzilla is never defeated and repeatedly reemerges to feed on Japan's energy sources. A new inter-dimensional weapon called the Dimension Tide is created with the intent of eliminating Godzilla. However, the new weapon might also serve as a gateway to something far more sinister.

After the previous Godzilla attack, a miniature arms race ensues to collect his cells. Although made by a U.S. independent film company, this film was based on a Japanese Toho monster film of 1958, "Daikaiju Varan", from which all of the monster effects scenes and a few incidental dramatic shots were edited into it.

Dr. Decker returns from Africa after a year, presumed dead. In that year, he discovered a way of growing plants and animals to an enormous size. He brings back a baby chimpanzee to test out his theory. As he has many enemies at home, he decides to use his chimp, 'Konga', to 'get rid of them'.
