Each is dependent on the other. He breaks into the passport office to get a passport. He is surprised and ends up back in prison, where he is trained in military drill. Wearing a second-hand captain's uniform, he first takes over a guard unit and uses it to occupy Köpenick town hall, where all the employees of the town council submit to the supposed captain. The mayor is promoted to Berlin and Voigt presents himself to the authorities a few days later. At first, everyone present laughs at the prank, but then Voigt is made aware of the legal consequences. He is sent back to prison, but shortly afterwards he is pardoned by the Emperor.

Unpolished and ultra-pragmatic industrialist Jean-Jacques Castella reluctantly attends Racine's tragedy "Berenice" in order to see his niece play a bit part. He is taken with the play's strangely familiar-looking leading lady Clara Devaux. During the course of the show, Castella soon remembers that he once hired and then promptly fired the actress as an English language tutor. He immediately goes out and signs up for language lessons. Thinking that he is nothing but an ill-tempered philistine with bad taste, Clara rejects him until Castella charms her off her feet.

There is a local landowner, Glov, but he avoids cards like the devil. And yet he is waiting for two hundred thousand rubles from the bank for the sold piece of land. The enterprising Anton Klapproth runs a flying duck farm in the Eifel, but now he finally wants to experience a real adventure in the big city of Cologne. In return for a loan, Anton's nephew allows his uncle to stay at the Pension Schöller. However, the guests there are by no means mentally ill, just rather eccentric. However, the unsuspecting Anton has a great time, thinking he is in a psychiatric institution.
