A paroled convict's efforts to improve conditions at a boys' reform school alarm the school's corrupt warden, who has been embezzling funds from the institution. He hatches a plan to derail the reformed convict's efforts and have him sent back to prison, and part of that scheme involves cracking down hard on the reform school's inmates.

As a result, Willie joins with some other boys in an escape. They steal a car, get drunk, and have a serious accident. As a parting shot, fired reporter Ann Mitchell prints a fake letter from unemployed "John Doe," who threatens suicide in protest of social ills. The paper is forced to rehire Ann and hires John Willoughby to impersonate "Doe." Ann and her bosses cynically milk the story for all it's worth, until the made-up "John Doe" philosophy starts a whole political movement.
