Ryo Murasame is an aircraft pilot, one day he was taking his sister out on a ride along the Amazon when they were shot down by an UFO. They survived, captured by the Badan Empire with his sister killed while Ryo became the Combat Roid known as ZX. His memory is erased by the Badan Empire and worked as their agent of evil. This does not last long as an accident occurs which causes Ryo to regain his memory and escapes Badan. A year later, Ryo begins his attack on Badan as they finish the preparations on their doomsday weapon: the Space Break System. However, a coordinated attack by the Kamen Riders disables the Badancium 84 supplies needed for Space System to work When Ryo arrives, he thinks Kamen Rider V3, Riderman and Kamen Rider Super-1 are enemies until they get him to listen as only one truck full of Badancium 84 makes it to the Badan's base run by Ambassador Darkness.

The plot goes around a time loop created by the Shocker that resets whenever someone dies, but whenever the loop resets Shocker itself somehow grows stronger and stronger. Goro is a sommelier who transforms into the titular Kamen Rider G to fight the former anti-terrorism unit Shade, who captured and brainwashed him into a soldier, before the unit went underground due to the use of kidnapped people as supersoldiers. During a raid at TV Asahi led by Daidō Oda, who demands the release of their imprisoned leader, Seizan Tokugawa, Goro encounters his girlfriend Eri Hinata. She jogs his memory and he attacks his former comrades while getting Eri out of harm's way. This makes Oda reveal his true form as the Phylloxera Worm while his subordinates transform into the Acarina Worm, the Subst Worm, the Brachypelma Worm Viridis, and the Cochlea Worm to attempt to destroy the traitor. After an extended fight across the city and countryside, G manages to defeat Phylloxera Worm thanks to the encouragement of Decade and the other primary Heisei Riders appearing before him. Running off, Goro vows to save the world from Shade before returning to Eri.
