Artist David Stuart is blinded by a jealous model whose portrait he is painting. His fiance's father generously offers his eyes for a sight restoring operation. There's only one hitch: Stuart has to wait until after the man dies. Not surprisingly, when the benefactor dies a very premature death, suspicion falls on the artist.

The film is a continuous time-lapse with multiple exposures of the sunset from the same angle and position on 16mm film. The shoot was done in a span of 5 years. The title 13 is because the time-lapse has a 13-second interval per frame.

Mattie, a widow living in the backwoods of Florida during Prohibition, meets Trax, a charming man much younger that herself. Kozack had blown up an undercover operation for which Mia was responsible. A colleague was killed, a suitcase full of money and the designer drug "Green Devil" went missing. Mia and Kozack are put on leave - and continue their investigation together. After some initial friction, they realize that they complement each other very well: Kozack knows his way around the Berlin scene and Mia has a quick wit and excellent contacts "at the top". Kozack has to realize that Mia is an equal partner - a hard blow for the macho man.
