The film is based solely on footage shot in Warsaw in 1939 by Julien Hequembourg Bryan. This American filmmaker and photographer documented life in Poland, the Soviet Union and Nazi Germany between 1935 and 1939. Following the outbreak of the Second World War, he arrived in Warsaw, where he shot a number of films documenting the city under siege, and is said to be the only foreign correspondent in the Polish capital at the time. Bryan also took the first colour photographs of wartime Warsaw.

At the end of WWI, the treaty of Versailles established the conditions for peace in Europe. The aim for the victorious powers was to make Germany pay reparations, and to guarantee a future without war. Yet a decade later, the denunciation of 'Versailles' became a powerful lever for the nazis to obtain power as these reparations would mark the beginning of the humiliation of the German people, and nurture a feeling of having been bestowed a hopeless future. In the 20 years that follow the end of WWI, the issue of reparations and responsibility will effectively poison international relationship. The treaty negative impact goes well beyond WWII as the new European borders it implemented led to many conflicts during the twentieth century. This documentary shines a light on the causality between the decisions taken with the treaty of Versailles, and the ensuing events of the century.

After he completed his mandatory military service, the filmmaker was held in retention as the revolution unfurled in his country. His military rank was that of a sergeant. During these times, he would go back to his home, located in the middle of Damascus city, take off his military uniform and return to his normal life, working as an assistant director with his friend, the filmmaker Mohammed Malas. To make sense of this schizophrenic situation, he decides to take his camera and start shooting a ‘making-of’ that will eventually go beyond Malas’s film.

The film begins with the First World War and ends in 1945. Without exception, recordings from this period were used, which came from weekly news reports from different countries. Previously unpublished scenes about the private life of Adolf Hitler and Eva Braun were also shown for the first time. The film was originally built into a frame story. The Off Commentary begins with the words: "This film [...] is a document of delusion that on the way to power tore an entire people and a whole world into disaster. This film portrays the suffering of a generation that only ended five to twelve. " The film premiered in Cologne on November 20, 1953, but was immediately banned by Federal Interior Minister Gerhard Schröder in agreement with the interior ministers of the federal states of the Federal Republic of Germany.
