The film is a slapstick action comedy about company employees, known as "underground employees," who secretly handle problems that cannot be solved in public. The story unfolds when the group receives a mission to demolish a shuttered shopping district in order to build a commercial complex. Also appearing in the film are underground employees of rival companies with the same mission, a large landowner who is the target of both companies, a passionate man trying to revive a shopping district that is on the verge of collapse, and a man with some kind of secret.
