Overview:
In the late Qing dynasty, foreigners are up to no good and the Qing government is weakening day by day. Under the cover of Eunuch Cao, the Guangzhou government colludes with gangs and foreigners, betrays the country to seek glory, and makes dirty money. When the humanitarian Huang Feihong learns about this, he petitions for the people and makes a scene at the government office.
