The Tenma-kai, a Kansai yakuza organization, has been eagerly eyeing an expansion into Kanto, breaking the long-standing agreement between the two regions. In this crisis, Takeda (Nishioka Tokuma), the leader of the Takeda Family, proposes uniting the Kanto yakuza under a single alliance to block the Tenma-kai's incursion. While many groups quickly agree to the plan, the Kyotoukai alone refuses to cooperate.
