Years go by, Suraj grows up joins the Indian Armed Forces, and after a meritorious career, he resigns and returns home to avenge his father's death. What he does not know that he must first come to terms with the local Police Inspector Iqbal Khan, and then the wealthy Collector of the District, Rajpal Chauhan, before he can even think of touching a single hair of Gangadhar Choudhary.

The movie revolves around Munnabhai a dreaded but good-hearted underworld don of Mumbai. Verma and his wife Shanti (Anjana Mumtaz) bring up Bhagwan's son, Ajay, as their own. Years later Ajay (Sunny Deol) has grown up to be a police inspector as well, Verma is now the Commissioner. Together they band together to stop Lalchand, who is now a crimelord of international standards, from carrying on terrorist activity in the country; and also try and locate Verma's son, who they find out is still alive, but leads a life of crime

When in court, he tries to prove his innocence, but is disbelieved and is sentenced to 18 months in jail plus an additional six months for contempt of court. When he returns home, everything has changed. His wife and Raju are near destitution; Laxmi has been raped by Sujit and has killed herself.

Ravi and Tulsi fall in love with each other, Ravi offers them all possible protection if Tulsi and her brother help him with the investigation, to which Tulsi agrees. Before Ravi could take any steps he is arrested by the local Police Inspector Thakur and lodged in a cell. And the only way he can get out by revealing his identity - which can seriously jeopardize the entire investigation.
