The newsreel series Jornal Português (1938-1951) was produced for the Secretariat of National Propaganda (SPN/SNI) by the "Portuguese Newsreel Society" (SPAC), under the technical supervision of António Lopes Ribeiro. It was conceived and employed as part of the propaganda machinery of Salazar's regime. Screened in cinema theatres prior to the main feature film, each issue of Jornal had approximately ten minutes in length and covered a variety of official government acts, national political news, major sports events and other assorted social and cultural affairs. Jornal Português is not only an indispensable document for the history of Estado Novo's propaganda, but also an unparalleled audiovisual archive of 1940s Portugal.

On April 28, 1986, two students, twenty-year-old Kim Se-jin and Lee Jae-ho, immolated themselves to death, shouting slogans, “No war, no nuclear weapons, Yankee go home,” “U.S. sign the peace treaty with North Korea,” and “Expel American imperialists.” This took place in the midst of a public demonstration against the forced conscription of students, joined by approximately four hundred students and held at the Sinrim crossroads facing the Seoul National University main gate. The manner of their deaths, the radicalness of their slogans (they were the first overtly anti-American statements to be heard in public since the conclusion of the Korean War) deeply shocked Korean society at the time. Twenty years have since passed. The world has changed.

The Youth International Party, whose members were commonly called Yippies, was a radically youth-oriented and countercultural revolutionary group opposed to war and the status quo of American culture. Known for using theatrics and humor to advocate social change, several Yippies were notably on trial as the Chicago 7. Primarily consisting of footage from the 1968 Democratic National Convention in Chicago which sparked massive demonstrations that were met by violence and hysteria caused by the police. This film also includes found newsreel footage as well as Pigasus - the pig the Yippies advanced as a candidate for President of the United States.

In a sardonic manner, "The New Watchdogs" denounces this press that, claiming to be independent, objective and pluralist, makes out it is a democratic force of opposition. With forcefulness and precision, the film puts its finger on the increasing danger of information produced by the major industrial groups of the Paris Stock Exchange and perverted into merchandise.
