20 years after discharge from the army and now an excavator driver, a former paratrooper who had been mobilized to suppress the May 18th Democratic Uprising in Korea in 1980, happens to find a skull in the ground one day. Driving his excavator, he pays visits to his former superiors one by one and realizes they were all both assailants and victims of the times.

The film tells of the harsh life of these men, who coped with physical exhaustion, extreme cold, starvation and death on a daily basis.

Young-il is a plotter who manipulates murder-for-hire cases to look like accidents. Nobody knows those accidents are in fact perfectly plotted, planned murders. After finishing a flawlessly plotted case with no trace of evidence left behind, Young-il receives a new request. His new target is a prominent political figure who is always under the spotlight. Even with the higher risk of getting exposed, Young-il decides to take the case with his team members, Jackie, Wol-cheon, and Jeom-man. When the plot is ready after immaculate preparation and numerous rehearsals, the team finally makes its move, but some unexpected trouble threatens Young-il’s perfect plan.

The citizens of Gwangju lead a relatively peaceful life, until one day the military takes over the city, accusing the residents of conspiracy and claiming that they are communist sympathisers preparing a revolution against the current government. For the next 22 days, he would be cruelly and continuously tortured in all manners by interrogators intent on forcing him to confess to communist collaboration.

In 1994, the oil-rich city of Karamay in Northwest China was the site of a horrible fire that killed nearly 300 schoolchildren.
