It's the Fourth of July and the mother of Our Gang member Joe Cobb is doing a brisk business at her fireworks stand. Briefly left in charge of the stand, Joe does his best not to blow up himself or his friends, but a poorly-aimed skyrocket owned by Allen "Farina" Hoskins triggers a somewhat premature but undeniably spectacular display of pyrotechnics.

Joe Cobb is a wealthy child who longs for a baby brother. His nursemaid takes him to the other side where he meets some kids his age (the rest of Our Gang) where Joe offers three dollars for a baby. Farina finds a fellow African-American neighbor woman who lets him mind her infant which he then paints white and sells to Joe. The rest of the gang has set an assembly-line system that washes, dries, rocks, and feeds male and female babies.

A disturbing examination of war, power, friendship and honour, the film's tone pivots from dark comedy to a metaphysical dream as our anti-hero is made to realize that the enemy is never what it seems.

On the way to Sunday school, Edgar meets the lady of his heart--and his hated rival. The Sunday-school lesson on David and Goliath so intrigues Edgar that he sees himself as David, saving the entire school, sweetheart and rival included, from Goliath's sword. Edgar's answer to the teacher's question proves his straying thoughts. As a result he is placed on the platform, where he sees himself descending to the "lower regions" as the "worst boy in the school." Edgar's Sunday adventures end with him at peace with the world, after two helpings of pie.

Filmed in Wendover, Nevada, in early 1981, Energy and How to Get It combines documentary and fictional ideas. What began as a documentary film about Robert Golka, an engineer who was experimenting with ball lightening and the development of fusion as an energy force, was turned into a spoof on the documentary form, inserting fictional characters into the story such as the Energy Czar (William Burroughs), and a Hollywood agent (filmmaker Robert Downey).
