Captain Timothy 'Two Gun' Nolan is appointed head of the New York detective force, and as his first act, rounds up every criminal in town. Gang boss 'Dapper' Frank Trent stands bail for all of them as independent minor gang-leader. Setting out to get Trent, Nolan moves in on his hideout, assisted by his friend 'Shakespeare.' Trent kills Shakespeare, but makes Nolan believe it is his shot that has done so. Nolan resigns his commission and becomes a drunk. Found unconscious by Trent, he is offered as the pièce de résistance at a gangland banquet which 'The Magpie' attends. A lost film.

Following the Spanish-American War, a soldier is given the assignment of finding the leader of a band of rebels in the Philippines. In order to do this, he must romance Roma, a cabaret spy working for the rebels. This does not please the daughter of his commanding officer, whom he is romancing.

Hell-Bent for Heaven(en)

Sid Hunt and Jude Lowery are Carolina sweethearts but hired-hand Rufe Pryer also has his eyes on her. Rufe lies to Andy, Jude's brother, and a family-feud is started when Andy goes gunning after Sid. But Sid quiets the drunken Andy, and is taking him home when a shot is fired from ambush and Sid's horse comes home riderless. But he shows up unhurt, and the jealous-maddened Rufe sends him on a ruse to the big dam. Rufe sets off a dynamite explosion to catch Sid in the swirling waters but Jude is the one who is caught.

Rattray, who is in love with Santos' daughter Eve, agrees to pick up the pirate, his crew and their loot on his private yacht after the deed is done. However, young George Cole, a passenger on the Lady Jermyn who is also in love with Eve, survives the attack and sets out to find her.

Vergania. Amy, the daughter, is enamored of Lieutenant Brice of the U.S. Navy, and reluctantly she agrees to leave him and go with her family.

Boy Leyton is second mate on board the Lady Spray, the ship on which his father is Captain Leyton. Boy is often chided by his father for his effeminacy and more often beaten. While in port Boy proposes to Minnie and suggests that she go to Glasgow to meet him there to be married. The ship sails and the Captain learns of his son's intention to marry. He calls him in and tells him about his mother, who deserted him, and tries to turn him away from all women, but Boy refuses to listen. The Captain is suddenly taken ill, but before he dies he makes Boy promise that he will not marry until he has found the man who wronged his mother. The Captain is buried at sea and the ship continues on its course. Upon reaching Glasgow Boy tells Minnie what happened. While at the bar, he meets an old woman who comes in begging. During the conversation he discovers that she is his mother, and he forces her to tell him who her betrayer was. A lost film.

Brothers James and Allen Mornington are both addicted to cocaine and both believe that their addiction is caused by a hereditary failing. James rises to the position of judge, but when Allen is brought into his court on drug charges, James resigns. Bank official Hanlin Davis is ruined in the stock market. Desperate, he fails to rob the bank but kills someone in the attempt. His wife Thora goes to D.A. Upon his release the worthless Davis learning of her sacrifice divorces and turns her into the street. An outcast she becomes "the scarlet woman.” When wealthy crusader Robert Blake institutes an investigation exposing D.A. Hastings he is disbarred and decides to revenge himself upon Thora, considering her the cause of his downfall. Blackmailing unscrupulous society woman, Paula Gordon, he forces her to introduce Thora to Blake as a naïve woman while deceiving Thora that he knows about her past. After they marry Hastings denounces Thora, she flees, returning to her old life, but Blake, seeing her worth seeks her and they reunite.

Most of these films were underwater fantasies, and this one was no exception. Here, Kellerman is Merilla, a mermaid who is the "Queen of the Sea." Not satisfied with being a mermaid, she wants a mortal human body with an immortal soul. She discovers she can achieve this if she saves four human lives.

Actress Morn Light, whom the Shadow loves, agrees to entice Hildreth to her apartment to be imprisoned. When she warns Hildreth because she wants to avenge her father's death, which was caused by the Shadow, the Shadow overhears and captures them both.
