The truth must be told.
In 1987 Korea, under an oppressive military regime, a college student gets killed during a police interrogation involving torture. Government of officials are quick to cover up the death and order the body to be cremated. A prosecutor who is supposed to sign the cremation release, raises questions about a 21-year-old kid dying of a heart attack, and he begins looking into the case for truth. Despite a systematic attempt to silence everyone involved in the case, the truth gets out, causing an eruption of public outrage.

Driving his excavator, he pays visits to his former superiors one by one and realizes they were all both assailants and victims of the times.

The film focuses on the suffering of Chinese who were imprisoned in a forced labor camp called Jiabiangou in the Gobi Desert in winter 1960 under Mao Zedong on the grounds that they were "rightist elements". The film tells of the harsh life of these men, who coped with physical exhaustion, extreme cold, starvation and death on a daily basis.

The citizens of Gwangju lead a relatively peaceful life, until one day the military takes over the city, accusing the residents of conspiracy and claiming that they are communist sympathisers preparing a revolution against the current government. Not only is it the most polluted city in the country, it is also crippled by decrepit infrastructure and even shakier economic prospects. Such declarations, however, come at a devastatingly high cost. Thousands of homes are to be bulldozed, and a half-million of its residents (30 percent of Datong’s total population) will be relocated under his watch. Whether he succeeds depends entirely on his ability to calm swarms of furious workers and an increasingly perturbed ruling elite. The Chinese Mayor captures, with remarkable access, a man and, by extension, a country leaping frantically into an increasingly unstable future.

Kwon, a language school instructor, stops by her old workplace and receives a thick envelope addressed to her. A Japanese instructor named Mori had proposed to her two years ago. She turned him down. Mori had immediately gone back to Japan, but now was back in Korea looking for her. The envelope enclosed letters he had written to her during his search through Seoul. After Kwon finishes the first letter in the lobby, she grows faint coming down the staircase and drops the letters. She gathers them off the floor and sees there are no dates on the letters. She now has no way of knowing the order in which they were written.

Setting out to help him out of his conditions, and deliver his mother's care to him, his father starts searching for him. The movie is embedded in the social conditions of the 70s AD Iran, has a 70s Iranian chivalric tincture, religious color-as was the climate of the Iranian society at the time- and is blended with historic state propaganda. For the audience of that time, this movie would have received a fair score, as it touches on religious notions. However, the issue it addresses is far more complicated and sophisticated at this age, and its propaganda outlook can no longer attract significant commercial or critical attention.
