Who Pays? was a series of twelve three-reel dramas, released between March and July 1915. Henry King and Ruth Roland starred in each episode, playing different roles each time, with a variety of supporting players who varied from one episode to another. Each episode told a complete and individual story, but they were all inter-related by a uniform theme. Although there were no cliff-hanger endings, each episode did, in fact, end with a challenge to the audience: Who was responsible for the misfortune of the principal characters? The Woman Who Dared(en)
The Count and Countess Bertrand are prominent in society. The Count is also a lieutenant. The throw a society circus and part of the entertainment is ring master and circus rider Alexander Ivanoff. But in reality Ivanoff is a spy, and with the aid of his wife he steals some documents from the Count which involve the mobilization of troops. When the papers turn up missing Bertrand is court martialed and sent to prison for a 12-year sentence.

Barbara Rand is blinded when she leaps through a window to escape an assailant. Her sister, Natalie, reluctantly abandons her fiancé, Ned Gardiner, and marries Oliver Landis, who can provide the money needed for Barbara's operation. Unaware that Oliver was Barbara's attacker, Natalie blames his business partner, Howard Pollard, who was with Barbara on the night she was injured. Natalie holds Howard at gunpoint, but when her husband arrives, he promises to deal with the villain making sure Howard falls to his death. Upon Barbara’s release from the hospital, Oliver tries to blind her once. Natalie threatens him with a pistol, but Oliver wrests it away from her. He then realizes that he can no longer hide his guilt from Natalie or the police and shoots himself. Barbara has been avenged, and Natalie is free to marry Ned.
