1989: 64th and last year of the Showa era. A girl is kidnapped and killed. The unsolved case is called Case 64 ('rokuyon'). 2002: Yoshinobu Mikami, who was the detective in charge of the Case 64, moves as a Public Relations Officer in the Police Affairs Department. His relation with the reporters is conflicted and his own daughter is missing. The statute of limitations for the Case 64 will expire in one year. Then a kidnapping case, similar to the Case 64, takes place. The rift between the criminal investigation department and police administration department deepens. Mikami challenges the case as a public relations secretary.

The father isn't really dead, though; he's hoping that his friend Roy can restore the girl's western values. A group of people are standing along the platform of a railway station in La Ciotat, waiting for a train. One is seen coming, at some distance, and eventually stops at the platform. Doors of the railway-cars open and attendants help passengers off and on. Popular legend has it that, when this film was shown, the first-night audience fled the café in terror, fearing being run over by the "approaching" train. This legend has since been identified as promotional embellishment, though there is evidence to suggest that people were astounded at the capabilities of the Lumières' cinématographe.
