An enigmatic figure moves across the landscape of a seaside town. She is the Parrot Lady; an elderly homeless woman with three pet parrots tied around her finger. Inspired by a true story, 'The Parrot Lady' is an artistic contemplation on a woman's life who chose to live on the streets with her parrots, afraid of dying alone in her home.

Momma parrot is teaching her young-uns to say "Polly want a cracker" but little Peter doesn't want a cracker, he wants to be a sailor like dad. Mom tells him what a no-account his dad really was, setting sail for Hawaii ("no, Maw, it was Catalina") right after the kids were born. Peter is unswayed, and takes off. He turns a barrel into a boat, and crews it with an annoyingly talkative duckling, then sets sail on a lake. They get caught in a thunderstorm (the duck loves it). Peter calls for help and momma comes running, but the duck has already saved him. But he still wants to be a sailor.

Inspired by a picture from photographer Juan Medina, taken on the beach of Gran Tarajal in Spain in 2006, director Ronny Trocker animates a situation that happened today as it did yesterday, with the difference that today, no one moves. Time is frozen. A black man lies exhausted on the shore. It seems that no one has noticed his arrival.
