Karen, Kristel and Josje are going insane, because their three nieces are staying with them for the weekend, but they turned out to be brats without any manners. In the cloud world where the angels live, there is a 'Rascal' department where Chief Angel Manuel makes 'Rascal Angels' of children who behave like brats on earth. The children who become 'Rascal Angels' must be good for 24 hours on earth and are not allowed to violate the Angel Book. If they do make a mistake, they are punished in a very special way. Steven describes coffee Popsicles. They switch seats; then switch back. Steven has to leave for a dental appointment he's not looking forward to. Roberto makes a startling offer, inspired no doubt by the coffee and cigarettes.

All the elements are in good form for this video production shot at the Mirada Theater in 2000 for the A&E Network. Some new songs have been added to the fabulous Moose Charlap-Carolyn Leigh score (which includes "Tender Shepherd," "I Gotta Crow," "I'm Flying," and "I Won't Grow Up"). But the biggest asset to this production are the spectacular flying sequences: Peter even soars over the audience at times. Martin was a stronger actress in a close-up, but Rigby is magical with her athleticism and spark, most notably in a percussion-filled song and dance number "Ugh-a-Wug.".
